WhatsApp to charge for service replies from 1 October 2026
WhatsApp will charge for service replies from 1 October 2026. What changes in Meta's API pricing, what stays free and what Kenyan businesses should do now.

From 1 October 2026, Meta will charge businesses on the WhatsApp Business Platform for service replies, the messages a business sends back inside the 24-hour window after a customer writes. Until 30 September 2026 those replies are free. If an AI agent or any other software answers your WhatsApp through the API, your costs will change.
What exactly is changing?
According to Meta’s developer documentation on non-template messages, read on 12 September 2026, Meta will charge per message for two things from 1 October 2026:
- Service messages. The free-form replies a business sends inside an open 24-hour customer service window. This is most of what a support team or an AI agent sends.
- Utility messages sent inside an open window. Order updates, booking confirmations and similar template messages that are free today when the window is open.
Meta says service messages will be charged at the same rates as its utility and authentication messages in each market. It also said it would publish the 1 October rates by 1 September 2026.
What is free until 30 September 2026?
Here is the current position on the WhatsApp Business Platform, according to Meta’s pricing documentation:
| Message | Status until 30 September 2026 |
|---|---|
| Service replies inside the 24-hour window | Free since 1 November 2024 |
| Utility templates inside an open window | Free since 1 July 2025 |
| Messages after a Click-to-WhatsApp ad or Facebook Page button | Free for 72 hours, according to Meta’s pricing page |
| Marketing, authentication, and utility outside the window | Charged per delivered message |
Since 1 July 2025, Meta has charged per delivered message rather than per conversation. There are four categories: marketing, utility, authentication and service. The rate depends on the category and the recipient’s market.
What will a service reply cost in Kenya?
Kenya sits in Meta’s “Rest of Africa” pricing region, according to the country list on Meta’s pricing page. Service replies will be charged at the same rates as utility and authentication messages in that region.
We are not printing a figure here. Meta publishes its own rate card, it depends on the message category and region, and a number copied into a blog post goes out of date. Look it up on Meta’s pricing page before you budget.
Two more details are circulating, and both come from Meta’s partners rather than from Meta. 360dialog and SendPulse, two companies that provide WhatsApp Business Platform services, report that from 1 October each business phone number gets 1,000 free service messages a month, with no rollover. 360dialog also reports that accounts without a payment method on file by 30 September 2026 will stop having service messages delivered from 1 October. We could not find either point in the Meta documentation we checked on 12 September 2026, so treat both as partner-reported until you see them on Meta’s own pages.
You may also find Meta’s public marketing page for Platform pricing still saying service messages are free. When we checked on 12 September 2026 it had not been updated. The developer documentation is where Meta sets out the change.
Does this affect the WhatsApp Business app on my phone?
The change sits in Meta’s pricing for the WhatsApp Business Platform, the API that software connects to. If you only use the WhatsApp Business app on your phone, typing replies yourself with no software connected, this pricing documentation is not describing your account.
If a provider has connected your number to an AI agent, a CRM or a shared inbox, ask them directly which connection they use. We explain the difference in WhatsApp Business app or the API.
How does this affect an AI agent that replies to every message?
An AI agent’s whole job is to reply, quickly, to every customer who writes. On the API, almost every one of those replies is a service message. So from 1 October 2026, an agent that answers everyone creates a Meta bill that grows with your volume.
That does not mean you should stop replying. A customer who gets no answer is a much bigger cost than a message fee. It does mean four things are worth checking.
Does the agent send one reply or several?
Meta charges per delivered message. An agent that splits one answer into three short bubbles sends three messages. Ask your provider how replies are structured, and whether one complete answer is possible where it makes sense.
How many follow-ups and reminders does it send?
Follow-ups to quiet leads and appointment reminders are messages too. They are worth sending, because they win back sales and cut no-shows, but they should be deliberate. WeAutomate’s follow-ups stop the moment the customer replies, with up to three rounds for leads that go quiet.
Which automated confirmations do you really need?
Utility messages inside an open window, like order and booking confirmations, also become chargeable. Keep the ones customers value. Drop the ones nobody reads.
How much traffic comes from ads?
If many of your chats start from Click-to-WhatsApp ads, Meta’s 72-hour free window described on its pricing page may cover a share of those replies. Check how Meta applies that window after 1 October.
What should you do before 1 October 2026?
- Find out which WhatsApp you are on. App only, or connected to the API through a provider. If you are not sure, ask whoever set it up.
- Check the payment method on your WhatsApp Business account. Make sure it is current, so charged messages keep going out. Partners report a 30 September 2026 deadline, as described above.
- Count last month’s conversations. Your provider’s dashboard or your own chat history will give a rough number of replies sent.
- Look up the Rest of Africa rates on Meta’s pricing page and multiply. Replies sent in a month, times the service rate, gives you a working estimate.
- Ask your provider three questions. Who pays Meta, how replies are structured, and how follow-ups and reminders are set.
- Tidy your automated messages. Remove confirmations and notices that add cost without helping the customer.
What should you do after 1 October 2026?
- Compare your first bill with your estimate. If it is far off, find out why before the second month.
- Review monthly. Message volume changes with seasons, promotions and school terms. So will the fees.
- Keep answering. The fee for a reply is small next to the cost of a customer who gives up and buys elsewhere. We cover the research on that in why a slow WhatsApp reply loses the sale.
When does this change not matter much?
If you get a handful of WhatsApp enquiries a day and answer them yourself on the Business app, you can mostly ignore this. If you are on the API with low volume, the fees will be modest. The businesses that need a plan are the busy ones: salons, clinics, shops and agencies handling hundreds of chats a week through software.
The same test applies to buying an agent. If you answer every chat yourself within minutes, an AI agent, ours included, is probably not worth paying for yet.
Where WeAutomate fits
WeAutomate runs your WhatsApp AI agent for a flat monthly fee: KES 10,000 on Starter and KES 15,000 on Business, with free setup and no long contract. Meta’s WhatsApp message fees are billed by Meta where they apply, separately from that fee. On the demo call, the team will talk through your volume and which connection suits it, so you are not surprised in October. Questions
Are WhatsApp service messages still free in September 2026?
Yes. On the WhatsApp Business Platform, service replies sent inside the 24-hour customer service window have been free since 1 November 2024, and they stay free until 30 September 2026. Meta's documentation says it will charge for them per message from 1 October 2026.
How much will a service reply cost in Kenya?
Meta says service messages will be charged at the same rates as its utility and authentication messages in each market. Kenya is in Meta's Rest of Africa pricing region. Check the current figure on Meta's pricing page, because Meta publishes and updates its own rate card.
Will messages from Click-to-WhatsApp ads be charged?
Meta's pricing page, as read on 12 September 2026, says all messages are free for 72 hours when a customer arrives through a Click-to-WhatsApp ad or a Facebook Page call-to-action. Check Meta's page after 1 October 2026 to confirm how that window works alongside the new charges.
Who pays Meta if an AI agent sends the replies?
The business whose WhatsApp account sends the messages. With WeAutomate, Meta's WhatsApp message fees are billed by Meta where they apply, separately from the WeAutomate monthly fee. Ask any provider how they handle this before you sign.
