WhatsApp Business app or the API: which does an AI agent need?
WhatsApp Business app or API for an AI agent? The verified differences, Meta's AI rules, the 1 October 2026 change and what it means for your number.

For most businesses the answer is the WhatsApp Business Platform, Meta’s API. It is Meta’s official route for software, such as an AI agent, to send and receive messages. The WhatsApp Business app is for replying by hand on your phone, and the only AI Meta builds into it is its own Business Agent, where available.
What is the difference between the app and the API?
If you reply to customers from your phone today, you are probably using the WhatsApp Business app: the green app with the “B” icon, where you type the answers yourself. Meta describes it as built with the small business owner in mind.
The WhatsApp Business Platform is a different product. It has no app of its own. Software plugs into it: an AI agent, a shared team inbox, a CRM. Meta describes it as enterprise-level WhatsApp APIs, used to deploy automated conversational flows, connect to back-end systems such as a CRM, and route a chat to a live person only when one is needed.
| Item | WhatsApp Business app | WhatsApp Business Platform (API) |
|---|---|---|
| Meta’s description | Built with the small business owner in mind | Enterprise-level WhatsApp APIs |
| How replies are sent | Typed by you or your staff in the app | Through software, such as an AI agent or a shared inbox |
| AI from Meta | Meta Business Agent, under Tools, for eligible businesses in select markets | Meta Business Agent Platform, for eligible accounts and verticals |
| Meta’s per-message Platform pricing | Not what that pricing describes | Per delivered message, by category and market |
| Service replies from 1 October 2026 | Not part of the Platform change | Charged per message |
| WhatsApp Business Solution Terms, including the AI provider rules | Not the terms that govern the app | Apply |
Why does an AI agent usually need the API?
An AI agent is software. It has to receive each message the moment it arrives and send a reply, at any hour and across many chats at once. The Platform is the connection Meta built for that.
It also suits how a team works with an agent: several people watching the same conversations, a clean handover from the agent to a person, and links to tools such as a calendar. The phone app is designed around someone typing replies by hand.
The exception is Meta’s own Business Agent, which Meta offers inside the Business app under Tools, for eligible businesses in select markets. Check whether it appears on your account. We compare it with a managed agent in Meta’s free business AI vs a done-for-you sales agent.
What are Meta’s rules for AI on the API?
Meta’s WhatsApp Business Solution Terms, last modified on 6 March 2026, prohibit AI providers from using the platform where AI is the primary, rather than incidental or ancillary, functionality being offered. In plain terms, general-purpose AI assistants are out.
A business-specific agent is a different thing. An agent that answers your customers about your prices, your services and your bookings is there to serve your business, not to be a general chatbot. TechCrunch reported on 18 October 2025 that the change applied to new API users from 15 October 2025 and to all existing users from 15 January 2026.
If a provider offers you a WhatsApp number that customers can ask anything at all, unrelated to a business, be careful. That is the kind of use Meta’s terms target.
What does the 1 October 2026 change mean for this choice?
On the Platform, Meta has charged per delivered message since 1 July 2025, across four categories: marketing, utility, authentication and service. Service replies inside the 24-hour window have been free since 1 November 2024.
That changes on 1 October 2026. Meta’s developer documentation on non-template messages says it will charge per message for service messages from that date, at the same rates as its utility and authentication messages in each market. Kenya is in Meta’s Rest of Africa pricing region. An AI agent on the API sends mostly service replies, so from October its replies carry a Meta fee. Check current rates on Meta’s pricing page, and read what the October change means for the full picture.
One thing may confuse you. When we checked on 12 September 2026, Meta’s public marketing page for Platform pricing had not been updated and still described service messages as free. The change is set out in the developer documentation.
The change sits in Meta’s Platform pricing, not in the app on your phone. That does not make the app the cheaper choice in every case. The app saves message fees but costs your time, and for a busy business, unanswered chats cost more than either. For the whole cost picture, see what a WhatsApp AI agent costs in Kenya in 2026.
Can I keep my current Kenyan business number?
With WeAutomate, in most cases, yes. The team connects the number your customers already know, so nothing changes on their side. WeAutomate connects numbers either through the official WhatsApp Business API or through a quicker WhatsApp number connection for smaller setups, and recommends one for your volume on the demo call.
Before any provider connects your number, get written answers to four questions:
- Which connection will you use for my number, and why?
- What happens to the WhatsApp Business app on my phone once the number is connected?
- How do Meta’s message fees apply to that connection, and who pays them?
- Who owns the WhatsApp Business account and the number if I leave?
The last one matters most. Your number is how customers find you, so make sure it stays yours.
Which one should you choose?
| Your situation | What usually fits |
|---|---|
| A few chats a day, and you reply within minutes yourself | The Business app, with saved replies |
| You want AI, have time to set it up, and it is available on your account | Meta Business Agent in the app |
| Many chats, several staff, booking and follow-ups, and no time to run software | An AI agent on the Platform, set up and managed for you |
| Your own systems to connect, with developers on hand | The Platform, with a custom build |
If you are in the first row, you do not need WeAutomate or any other agent yet.
Where WeAutomate fits
WeAutomate connects your number through the official WhatsApp Business API, or through a quicker WhatsApp number connection for smaller setups, and recommends the right option for your volume on the demo call. The team builds and trains your agent, connects WhatsApp and Google Calendar, and tunes it every month. Setup is free. Starter is KES 10,000 a month and Business is KES 15,000 a month, with no long contract. Meta’s WhatsApp message fees are billed by Meta where they apply. More answers on the FAQ page.

Questions
Is the WhatsApp Business API free?
No. The WhatsApp Business Platform, Meta's API, is billed per delivered message for the categories Meta charges. Service replies inside the 24-hour window are free until 30 September 2026, and Meta's developer documentation says it will charge for them per message from 1 October 2026.
Can I put an AI agent on the WhatsApp Business app?
Meta offers its own Business Agent inside the WhatsApp Business app, under Tools, for eligible businesses in select markets. Agents from other providers normally connect through the WhatsApp Business Platform, which Meta built for automated conversations and connections to other software.
Are AI chatbots banned on WhatsApp?
Not for businesses. Meta's WhatsApp Business Solution Terms, last modified on 6 March 2026, stop AI providers using the platform where AI is the primary thing being offered, which targets general-purpose assistants. A business-specific agent that answers your own customers about your own business is a different case.
Will my customers notice if I move to the API?
They should not, if you keep the same number. The chat looks the same on their side. What changes is on your side: how replies are sent, who can see the chats, and how Meta bills messages.
